ハザードマップをはじめとした災害リスク情報の作成・提供が進み、これらを活用して個人や地域が防災行動をより高度化することが期待されている。しかし、災害リスク情報の活用はハザード・リスクの認知や理解に留まり、行動にまで結びついていないのが現状である。本研究では、防災行動に災害リスク情報を活用するという観点から、その情報を利用する環境に必要な基礎的要件として、①災害リスク情報の相互運用性、②行動判定基準の個別設定可能性、③災害リスク情報の行動密着性の3つを提案する。これを実証するために、地域住民ボランティアが主体となって行う要援護者避難支援という防災行動を事例に、その防災行動を支援する情報システムとして「地域要援護者避難支援システム」を開発し、実証実験を行った。その結果、地域住民ボランティアが、①相互運用性が確保された情報提供システムから災害リスク情報を動的に入手でき、②要援護者ごとに設定した行動判定基準に基づいて救助行動を開始し、③行動に密着する携帯電話を使用して得た情報に基づいて自らの安全を確保しながら的確に救助活動を行うことができた。また、地域住民ボランティア、地域災害救援NPO職員、自治体職員、要援護者支援団体職員に事後インタビューを行った結果、提案する3つの要件について賛同が得られ、その必要性が確認された。

Realistically, however, the use of disaster risk information has been merely incorporated into cognition or understanding of risks but has yet to be led to action. This research proposed the following three prerequisites of information usage environment for disaster-prevention activities using disaster risk information: (1) interoperability of information; (2) individual configurability of criteria for activities; and (3) closeness of disaster risk information to activities. Taking as a case the rescue of those needing support, demonstration of these prerequisites involved the development of the disaster-prevention activities support system appropriate for the case and a demonstration experiment with the local rescue volunteers. This experiment as a result revealed that the local rescue volunteers could get disaster risk information dynamically through the interoperable data interface, begin to rescue those needing support based on individual criteria, and perform their rescue efforts based on the disaster risk information provided while ensuring their own safety. The interview with local volunteers, local NPOs, local government and the support organization for those needing support revealed that these 3 prerequisites were accepted and were necessary.
