勲","creatorNameLang":"ja"}]}]},"item_1617186626617":{"attribute_name":"Description","attribute_value_mlt":[{"subitem_description":"サブプロジェクト(a)では、平成30年度はデータ利活用協議会における参画組織のニーズに応えワーキンググループ活動を活発化させ、個別の研究会については、データ利活用協議会にフィードバックできる成果を生成した。詳細は以下のとおり。新潟大が中心となり推進することで、データ利活用協議会の参加者数は1,003名となった（30年度の異動・退職参加者43名を除く）（平成29年度は468名）、組織会員は、57会員（企業45、自治体は3、団体は8、その他1団体）、個人会員は12名となった。データ利活用協議会の規約を整備・改定・更新し、協議会の目的の明確化・共通化を実施し、会員組織・団体から役員を迎え、理事会による協議会の運営体制を整えた。防災科研が中心となり、サブプロ(b)(c)、データ利活用協議会、官民研究開発投資拡大プログラム(PRISM)による応急対応促進を実施し、「震度分布の詳細化による早期復旧技術の開発」を実施、各種機関の提供データの形式・規格を比較し、データ流通対応策を導出した。千葉大が中心となって、被害拡大阻止のために、熊本地震の地震動データを収集・整理し、観測地点間の最大速度(PGV)を推定した。PGVと建物被害の関係性を分析すると、「1981年以前の建物はPGV20cm/sを超えると被害が発生し始めている」のに対し「1982年以降に建てられた建物はPGV60cm/sを超えると被害が発生し始めている」ことがわかった。新耐震基準では、2001年以降の建物は極めて低い全壊率となっていた。従って木造建物は、新耐震を2もしくは3年代で区分することの妥当性が示された。岐阜大が中心となって、１）上水道管路は、2016年熊本地震における被害分析を行い、口径・地形・管種・老朽管の影響を考慮して被害予測式の補正係数を検討、２）下水道埋設管路は、管種・口径・微地形区分から、地震動強さに対する標準被害率曲線のモデル化を実施、３）高速道路は、機能的フラジリティ関数を構築し、レジリエンス関数の構築に着手、４）平面道路は、2011年東北地方太平洋沖地震の液状化地域と強震動地域を対象として各々フラジリティ曲線を構築、５）鉄道は2018年大阪府北部の地震の鉄道運休影響人数を推計し、地震後の点検所要時間の予測に有用なレジリエンス関数の構築に着手した。富山大が中心となって、自動撮影可能なドローンを活用し、家屋の３次元復元を行い、被害認定調査への活用の仕組みのプロトタイプ版を設計した。クラウド型GISプラットフォームを基盤とした「総合的な被害認定調査の設計・開発と実証検証」を実施し、被害認定調査結果をリアルタイムで把握することで、被害状況把握の迅速性が向上した。兵庫県立大が中心となって、１）2018年大阪府北部地震における事業継続活動に関する質問紙調査を実施し、BCPが機能しない理由を把握、２）災害対応工程管理システムBOSSでは、自治体職員に対する訓練によりシステムの検証・改良を実施、３）「帰宅困難者支援施設運営ゲーム（企業内待機版）」では、ゲームの使用による検証・改良を行った。関西大学が中心となって、「南海トラフ沿いの異常な現象への
