F6 (Safety Problem)","bibliographic_titleLang":"en"}]}]},"item_10001_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"近年，我が国では洪水被害が頻発しており，年々大規模化・広域化している．このような大規模広域災害に対処するためには，地域全体が被災することを前提として，地域継続の観点から複数の地域組織が戦略的に連携して地域の重要機能を維持する必要がある．そのためには，地域組織が事前に合意形成を図って被害軽減方針を決定し，発災直後から各組織が戦略的に行動できるようにしておく必要がある．この地域の重要機能維持に関する戦略的計画が地域継続計画(DCP)であり，その策定が強く求められている．<br> 本研究では，香川県の土器川流域を対象に気候変動に適応した強靭な社会づくりを事例として，水災害に対するDCPのあり方を検討する．さらには，災害対策基本法改正によりボトムアップ型の制度として展開されている地区防災計画制度の活用についても述べる．","subitem_description_language":"ja","subitem_description_type":"Other"},{"subitem_description":"For emergency responses, it is necessary to prioritize the district continuity response by strategically coordinating local organizations.
