However in recent years, large-scale flood damage caused by climate change has occurred throughout the country. In order to respond to such disasters beyond facilities abilities, crisis management measures with wide-area regional collaboration focusing on the response after the disaster are required.<br>?In this research, we introduce the idea of disaster resilience and propose a district continuity plan (DCP) formulation method to increase effectiveness crisis management measures in the region. Specifically, based on a case study of crisis management measures by the \"Kagawa type DCP review method\" in the Doki River basin in Kagawa Prefecture, we proposed making a comprehensive organization and a framework for regional collaboration, and an effective bottom-up DCP review process mainly with local residents and regional administration. As a result, regional cooperation and relationships of trust between relevant organizations concerning disaster prevention, and regional administrations, and local residents were strengthened. And the foundation for regional voluntary activities was established. In addition, as a result of DCP review, action policies and action plans were formulated.
