本研究では,災害レジリエンス(縮災)の考え方を導入し,地域における危機管理対策の実効性を高めるための地域継続計画(DCP)策定手法について提案した.具体的には,香川県の土器川流域を対象として「香川型DCP検討方式」による危機管理対策検討を実施した事例をもとに,広域的な地域連携を図るための包括的な組織・枠組みの構築や,地域住民と地域行政が主体となった実効性のあるボトムアップ型のDCP検討プロセスを提案した.","subitem_description_language":"ja","subitem_description_type":"Other"},{"subitem_description":"In the field of water-related disasters, we have prepared for disasters mainly focusing on the idea of disaster prevention through hard maintenance and water-saving activities. However in recent years, large-scale flood damage caused by climate change has occurred throughout the country. In order to respond to such disasters beyond facilities abilities, crisis management measures with wide-area regional collaboration focusing on the response after the disaster are required.
?In this research, we introduce the idea of disaster resilience and propose a district continuity plan (DCP) formulation method to increase effectiveness crisis management measures in the region. Specifically, based on a case study of crisis management measures by the \"Kagawa type DCP review method\" in the Doki River basin in Kagawa Prefecture, we proposed making a comprehensive organization and a framework for regional collaboration, and an effective bottom-up DCP review process mainly with local residents and regional administration. As a result, regional cooperation and relationships of trust between relevant organizations concerning disaster prevention, and regional administrations, and local residents were strengthened. And the foundation for regional voluntary activities was established. In addition, as a result of DCP review, action policies and action plans were formulated.
