The Strategic Innovation Program, the second R&D term, “II: Development of a System for Analyzing and Sharing Information on the Stricken Area,” aims to “develop technologies for observing and extracting the damaged area within two hours after a disaster occurs using satellite remote sensing data, in order to contribute to the government’s rapid initial emergency response. The R&D project was led by the National Research Institute for Earth Science and Disaster Resilience. As a result, the technology development output was the categorization of resources for using satellite observations in times of disasters, the proposal of four steps (Trigger, Select, Process, Deliver & Share) for using satellites in times of disasters, the development of various technologies and information systems to realize the four steps, and the development of an information system that can be used for using many satellite resources. The effectiveness of the proposed concept and developed technologies was evaluated through practical applications and verification through disaster response from 2019 to 2022. This leads to the realization of satellite observation immediately after a disaster, rapid acquisition and aggregation of satellite data, and early provision of analysis results from satellite data as information products by utilizing this technology through the expansion of small satellites and other technologies in the future. In order to implement this system and the research results in society, the authors organized the issues and strategies for each of the elements to be considered and showed the proposed policy and roadmap for future efforts.
