In this report, we developed standard operating procedures (SOPs) for archiving relevant materials from local governments (prefectures and municipalities), constructed archives for 16 disasters, and conducted a rough analysis of the dynamics of disasters. As a result, we were able to efficiently outsource the archiving work to a third party by creating a 31-page SOPs for the archiving method. However, a technical problem was pointed out regarding the efficiency of the work itself. A rough analysis of the dynamics of disasters was conducted based on the publication status of materials by local governments.
