 note = {本稿では，2025年10月17日（金）に開催された「令和7年度ICTを活用した愛知県実動機関合同救助訓練」において実施した，内閣府SIP第3期「スマート防災ネットワークの構築」のサブ課題C「災害実動機関における組織横断の情報共有・活動」の一環として研究開発中のシステムを活用した実証実験の報告をする．
本実証実験では，実動機関が相互に連携を図り，円滑かつ効果的に救助・救急および消火活動等を行うための活動調整会議について，都道府県，市区町村，（現地）合同調整所の3つのフェーズに分けて実施し，各フェーズにおけるシステム機能の有効性を検証した．また，道路の寸断や通信の途絶などにより被災地へのアクセスルートの確保が困難な状況を想定し，システムを活用した情報共有の有効性についても検証を行った．
さらに，訓練参加機関を対象としたアンケート調査等を通じて，各システムの改善点および活動調整の効率化に向けた今後の検討課題を整理した．, This paper reports on the trial test conducted during the “FY2025 Field Response Agencies Joint Rescue Drill in Aichi Prefecture with Information and Communication Technology” held on Friday, October 17, 2025. This trial test utilized systems under development as part of Sub-Theme C, “Cross-organizational information sharing and utilization in field response agencies,” within the Cabinet Office’s Cross-ministerial Strategic Innovation Promotion Program (SIP) Phase 3 “Development of a Smart Network System against Natural Disaster”.
This study tested prototype systems designed to support activity coordination meetings and enhance multiagency collaboration in rescue, emergency, and firefighting operations. The experiment, conducted at the prefectural, municipal, and On-site Joint Coordination Center levels, verified system functions under each phase. Scenarios involving blocked access routes and communication outages were also evaluated to assess the system’s effectiveness in information sharing. A questionnaire survey further identified system improvements and future challenges for more efficient coordination.},
