N²EM はオンライン上で災害対応に必要な地理空間情報作成と活用のための情報支援活動を行うことを目的として，2019 年5 月24 日に結成されたボランティア組織である．平時においては，自治体等が公開する災害関連情報に基づき，オープンデータを収集作成し，災害発生時には自治体等が公表する各種災害関連情報をオープンデータ化することで，災害対応機関が有効活用可能なデータを作成する活動を行っている．具体例として，令和元年房総半島台風（台風第15 号）における災害対応活動について報告を行った．
This paper describes the activities of N2EM, during normal times and disaster response. N2EM is a volunteer organization formed on May 24, 2019 with the aim of conducting information support activities on online to create and utilize geospatial information for disaster response. In normal times, N2EM collects and creates open data based on disaster-related information published by local governments, etc. When the disaster occurs, N2EM carry out disaster response activities by converting various disaster-related information published by local governments, etc. into open data. As specific examples, we reported on disaster response activities during the Typhoon Faxai (TY1915).},
