Citizens participating in public deliberation are requested to discuss multiple common goods and consider parties affected by the decision. However, it is not easy to do so. Therefore, we focused on the discussion frame as a factor determining the deliberative decision. To explore the effects of the discussion frame on the statements and decisions, we conducted a group discussion experiment manipulating discussion frames, i.e., the controversial and the comprehensive frames. For the analysis, we used the questionnaire and Discourse Quality Index (DQI). The results suggested that the discussion frame had no effect on the reference to common goods. However, the consideration for affected parties differed by conditions, indicating that participants in the comprehensive frame considered the affected parties even when opposed to their opinions.
