The affected provinces have less per capita GDP than the national average. Their strength lies in the manufacturing and agriculture rather than in the service and commercial sectors. Provinces that experienced severe damage during the earthquake lost their populations considerably, particularly the younger generation. The population loss, which led to labor shortage, might have become a major obstacle to economic recovery.
