| 内容記述 | 本稿では，活動調整会議において実動機関の活動エリアの分担や救助・捜索活動方法がどのように調整されるのか，総務省消防庁の「大規模災害時の救助・捜索活動における関係機関連携要領」を参考とし，令和6年能登半島地震および令和6年奥能登豪雨における活動調整会議へ参加していた実動機関へインタビュー調査を実施することで，重要とされる情報や実施内容についての把握を試みた。その結果，大規模災害では，被害の全貌は未解明という前提に立ち，実動機関自らが足を使って情報収集しながら救助活動にあたるべく，被災地への活動エリア分担を判断するための進入経路の情報を共有することが初動期において極めて重要であることが明らかとなった。さらに，進入経路の充実化に向けて，実動機関が覚知した道路被害情報，通行実績情報の共有促進や，共通システムの整備に係る検討課題を整理した。 | |||||||||||||||||||||||||||||||||

| 内容記述 | This paper reports the results of interview surveys of the field response agencies that participated in the activity coordination meetings during the 2024 Noto Peninsula Earthquake and the 2024 Oku-Noto Heavy Rains, referring to the Guidelines for Cooperation among Related Organizations in Rescue and Search Activities in Large-Scale Disasters ” to find out critical information and how the Search & Rescue Policy are coordinated in the activity coordination meetings. As a result, based on the premise that the full extent of damage in a largescale disaster is still unknown, it is important to share information on entry routes to determine the division of activity areas so that the field response agencies grasp information and engage in rescue activities. Furthermore, it became clear that it would be effective to further enhance the information by strengthening the cooperation of the field response agencies. | |||||||||||||||||||||||||||||||||
