本稿では,2025年12月21日(日)に実施した総合検証訓練「SIP防災OKINAWA2025」の報告をする.この訓練は,内閣府SIP第3期「スマート防災ネットワークの構築」のサブ課題C「災害実動機関における組織横断の情報共有・活動」にて研究開発するシステムについて,災害現場の最前線における有効性を検証するものである. この訓練では,沖縄県南城市において地震による被害を受けた集落が複数あることを想定し,自衛隊,警察,消防,海上保安庁,医療チームが参集し,情報共有および活動調整を行うことで,迅速な捜索,救助,救出,搬送が実施できるか検証した.検証にあたっては実際の災害現場に近い状況で訓練するため,リアリティのある倒壊家屋を設置した.要救助者の捜索にあたっては,X-FACE(Type-2)を使用し,隊員の位置情報および軌跡情報の共有,音声入力による活動状況の報告を行った.それらの内容はOpen-Xedge (旧名称:SIP4D-Xedge)に集約され,合同調整所で活動調整に利用された.更に集約された情報は,SOBO-WEBにも自動連携した.また,南城市の沿岸部および離島に通信途絶エリアが発生したことを想定し,X-FACE(Type-3A)を用いた離島における情報収集,ドローン搭載型X-ICSおよび自動二輪車搭載X-ICSのデータ同期によるOpen-Xedgeへの情報共有を確認した.その他,沖縄県那覇市において3D都市モデルを活用したX-FACE (Type-3B)の検証を行った. |

This paper reports on the comprehensive verification exercise “SIP Disaster Management OKINAWA 2025,” which was conducted on Sunday, December 21, 2025. We report on a demonstration experiment verifying the effectiveness of a system developed under the Cabinet Office SIP Phase 3 “Smart Disaster Prevention Network Construction,” specifically within SIP Sub-Theme C “Cross-organizational information sharing and utilization in field response agencies,” at the forefront of a disaster site. In this exercise, based on the scenario of multiple villages in Nanjo City, Okinawa Prefecture suffering damage from an earthquake, the Self-Defense Forces, police, fire department, Japan Coast Guard, and medical teams assembled to verify whether rapid search, rescue, evacuation, and transport operations could be carried out through information sharing and operational coordination. To conduct the verification under conditions closely resembling an actual disaster site, realistic collapsed buildings were constructed for training. During the search for people in need of rescue, X-FACE (Type-2) was used to share the location and movement data of team members and to report operational status via voice input. This information was aggregated in Open-Xedge and utilized for operational coordination at the joint coordination center. Furthermore, the aggregated information was automatically synchronized with SOBO-WEB. In addition, assuming that communication blackout areas had occurred in the coastal areas and remote islands of Nanjo City, we verified information collection on remote islands using X-FACE (Type-3A), as well as information sharing with Open-Xedge (former SIP4D-Xedge) through data synchronization between drone-mounted X-ICS and motorcyclemounted X-ICS. Furthermore, we conducted a verification of X-FACE (Type-3B) utilizing a 3D city model in Naha City, Okinawa Prefecture. |
