In this report, we developed standard operating procedures (SOPs) for archiving relevant materials from local governments (prefectures and municipalities), constructed archives for 16 disasters, and conducted a rough analysis of the dynamics of disasters. As a result, we were able to efficiently outsource the archiving work to a third party by creating a 31-page SOPs for the archiving method. However, a technical problem was pointed out regarding the efficiency of the work itself. A rough analysis of the dynamics of disasters was conducted based on the publication status of materials by local governments. The results show that in order to grasp more detailed dynamics of disaster responses, it is necessary to analyze not only the publication status of materials but also the detailed information items in
